Somewhere in your phone there are eleven saved articles about money, two of them probably ours, and a screenshot of a budgeting template you were going to try in a quiet week that never arrived.

That isn’t a confession. That’s the month.

Financial Literacy Month has a design flaw, and it’s the same one every year. The campaign is run each October by the Financial Education Network, co-chaired by Bank Negara Malaysia and the Securities Commission, and this year’s theme was “Money Smart When It Matters Most”. There’s no exam at the end. You can read thirty-one days of advice, agree with all of it, feel distinctly better informed today than you were on the first — and have exactly as much money. Nobody fails Financial Literacy Month. That’s the problem. A month nobody can fail is a month nobody has to pass.

Here’s the trouble with reading about money: it feels like doing something about money. The two are identical from the inside. Which makes the feeling useless as evidence, and leaves only one kind that counts. A number that moved.

So, the exam. Ten minutes, marked out of five, built entirely from numbers you can look up today on the same phone the articles are saved on. Nobody sees your score. But you do have to look.

One warning before you start. Most people reading this will score one. One is not a bad score. One is the entire difference between a month that happened to you and a month you did something with.

The Five-Line Report Card for World Savings Day: ten minutes, five numbers

You’ll need your banking app, your credit card statement and nothing else. Don’t tidy anything up first. The tidying is how this gets postponed to November.

Line 1: The balance line. Open your savings account and find the balance on 30 September. Every banking app will scroll back that far; it takes about forty seconds. Compare it with the balance in front of you now. One point if today’s number is higher. Not “I saved this month” — higher. If your salary landed last week and the number is still lower than it was a month ago, that’s a zero, and it’s the most useful zero on the card.

Line 2: The owed line. Add up everything you owe: the card balance, the personal loan outstanding, the hire purchase, and the SPayLater or Atome instalments you’ve stopped counting as debt. Compare it with 1 October. Here’s the catch, and it’s the whole point of this line: your loan balances fall every month on their own, because you’re paying instalments. One point only if the total dropped by more than your instalments would have dropped it anyway. Anything less and the month ran itself. You were a passenger.

Line 3: The automatic line. How many ringgit left your account for savings or investment this month without you deciding anything? Standing instruction to a savings account, monthly ASB or unit trust debit, voluntary EPF contribution, a round-up feature you switched on and forgot. One point if the answer is more than zero. Write the actual figure down next to the tick; you’ll want it in a minute.

Line 4: The five numbers. Without opening anything, say these out loud: what you spent in total last month; how many months your savings would cover if the income stopped tomorrow; your EPF balance to the nearest thousand; the interest rate on your credit card; the rate on your home or car loan. One point for three out of five. Be strict. “Roughly four thousand something” is not knowing what you spent, and “about fifteen per cent” for a card charging 18% a year is the kind of rounding that costs real money.

Line 5: The one switch. Name one thing you turned on, turned off or cancelled in October that will still be in effect in December. A cancelled subscription. A lowered transfer limit. A standing instruction. A higher EPF contribution rate. An insurance renewal you read before paying. One point if it survives November without you thinking about it again. Intentions don’t count here, and neither does anything you’ll have to remember to do.

Add up the ticks. Five lines, five points, and no half marks — half marks are how this exercise gets talked out of being useful.

What your score means, without flattering yourself

Zero. You read a month of money articles. That is a real thing to have done and it is not nothing — but it is also the exact outcome of having read none of them, which is the uncomfortable bit. Nothing in your accounts can tell the difference. Go to the last section; you need ten minutes, not a new plan.

One. Normal, and better than it sounds. One moved line in thirty-one days is the ordinary speed of an ordinary adult with a job and a family and a car that needed something in October. Find which line you scored on and leave it alone for a year.

Two or three. You had a month with a decision in it. Usually that means Line 3 — something automatic went in — and one other line followed it, because that’s how Line 3 works.

Four or five. Rare, and worth a second look at Line 2, because four-and-five scorers are usually people who had unusual money in October: a bonus, a refund, a tax return, something sold. Lovely. Just don’t mistake a good month for a good system. The test of a system is November, when nothing unusual happens.

Now the harder half of this section, which is the gap between the score you just gave yourself and the score you wanted to give yourself.

Watch for the three dodges. The first is “but I was planning to” — the plan is not the line. The second is “but October was unusual” — every month is unusual; that’s what months are. The third, and much the most common, is counting a thing you learned as a thing you did. You now know what your credit card actually charges you. Genuinely useful. It also hasn’t moved a single ringgit, and the card doesn’t know you know.

If that stings a bit, good. It’s the only part of this exercise that does any work.

Line 3 is the only line that marks itself

Look at the five lines again and notice what makes one of them different.

Lines 1, 2, 4 and 5 all need you. You have to check the balance, pay down the card, learn the numbers, remember the switch. Do nothing in November and every one of them reverts.

Line 3 doesn’t need you. That’s the entire trick. A standing instruction that moves RM200 on the 26th of the month will have scored Line 1 for you by 30 November whether or not you ever read another money article, including this one.

Which is why the ordinary Malaysian savings problem isn’t ignorance. Nobody needs to be told that saving is good. The problem is that the default runs the wrong way round: salary lands, the month happens, and savings is whatever survives. Nothing survives. Line 3 turns the order over — savings leaves first, the month happens to what’s left — and that one reversal does more than thirty-one days of advice can.

If every line reads zero, do this and nothing else. Don’t build a budget. Budgets are a January problem and you’ll have abandoned it by the 9th, as will I. Set one standing instruction from your salary account to a savings account, dated two days after payday. Pick an amount you genuinely wouldn’t notice was gone. RM50 is a perfectly good answer. So is RM20.

The amount is not the point, and anyone telling you otherwise is selling something. On 1 November the only thing that matters is whether the instruction exists. You can raise it in January, once it’s proved it doesn’t hurt. If it has proved painless by then, double it. An instruction that leaves automatically is easy to grow and easy to forget, which is the point.

And if the line that won’t move is Line 2. If your savings are fine but the card balance has been flat all year, the problem isn’t discipline, it’s arithmetic: paying only the minimum (usually 5% of the balance or RM50, whichever is higher) on a card charging 15% to 18% a year hands roughly a quarter to a third of each payment to interest, so the balance shrinks slowly, and fresh spending on the same card can hold it flat. Ten minutes with the debt consolidation calculator will show what rolling those debts into one lower-rate loan could do to your monthly payment and total interest. It’s free to use, and our guide to when debt consolidation actually saves money covers the catches.

Why a report card beats a resolution

Memory marks generously. A balance doesn’t. Ask anyone on 31 October how their financial literacy month went and they’ll tell you about the articles they read and the things they’re now aware of. Ask them for the balance on 30 September and they go quiet. The card works because it replaces a feeling you control with five numbers you don’t.

A month you can fail is a month that counts. Nothing else in this is clever. Exams work on students for exactly one reason: they can be failed. Financial Literacy Month, as run by every bank and every finance site including this one, cannot be. Five lines and a mark out of five is the cheapest way to put the failure back in — and the failure is the part that produces next year’s three.

Knowing is a one-off. An instruction compounds. This is the difference between Line 4 and Line 3, and it is most of the argument. Learning your credit card rate is worth something once. A standing instruction is worth something every month, including the months you aren’t paying attention, which are most of them.

And on Line 4 — if the number you couldn’t say was the rate on your home loan, that’s the expensive one to not know. A signed-and-forgotten rate from 2019 against today’s is a few minutes with the refinance calculator, and the difference, if there is one, repeats every month for the life of the loan. World Savings Day wasn’t invented as a slogan. It was declared on 31 October 1924 by the Italian professor Filippo Ravizza, on the last day of the first International Savings Bank Congress in Milan, and the resolution was to devote one day a year to promoting savings worldwide. Some countries move the observance so the banks are open: in Germany it falls on the last working day before the 31st, because the 31st is a public holiday in some states. A savings day with the banks shut is just a sentiment. A hundred and two years on, the test of the day hasn’t changed. Did anything go in?

The Five-Line Report Card at a glance

<colgroup>
<col />
<col />
<col />
<col /></colgroup>

Line

What you check

Where to look

One point if

1.
