{"id":71261,"date":"2026-09-23T11:00:14","date_gmt":"2026-09-23T03:00:14","guid":{"rendered":"https:\/\/www.imoney.my\/articles\/?p=71261"},"modified":"2026-09-22T23:40:32","modified_gmt":"2026-09-22T15:40:32","slug":"sabah-sarawak-state-aid-schemes-2026","status":"publish","type":"post","link":"https:\/\/www.imoney.my\/articles\/sabah-sarawak-state-aid-schemes-2026","title":{"rendered":"Malaysia Day: the aid a Sabahan or Sarawakian household can claim that a Peninsular one cannot"},"content":{"rendered":"<h2><span class=\"ez-toc-section\" id=\"Two-layers-not-one\"><\/span>Two layers, not one<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Aid in Malaysia is federal by default: STR, SARA, the fuel subsidy schemes, the various one-off payments. These are national, administered from Putrajaya, and they apply the same way in Kuching as in Klang.<\/p>\n<p>Sabah and Sarawak also run their own programmes, funded from state revenue, with their own eligibility rules and their own portals. Because they are not federal, they do not appear in national coverage, in the federal aid portals, or in most explainers: including, until now, ours.<\/p>\n<p>The practical consequence: a household in Sibu or Sandakan that has checked its STR status and stopped there may be leaving a second set of payments unclaimed.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Sarawak\"><\/span>Sarawak<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Sarawak has built the most extensive state layer, and the most relevant piece of it has a payment due in November.<\/p>\n<ul>\n<li><strong><a href=\"https:\/\/service.sarawak.gov.my\/web\/web\/home\/sla_view\/0\/821\/\" target=\"_blank\" rel=\"noopener\">Sumbangan Keperluan Asas Sarawak (SKAS) 2026<\/a>.<\/strong> Cost-of-living aid for Sarawakians holding a &#8220;K&#8221; identity card and living in Sarawak, with household gross income of RM5,000 or below. RM1,100 for a household, RM600 for a senior citizen, RM375 for a single person earning RM2,500 or below. Paid in three phases, 10 March, 15 May and 10 November 2026, through the <a href=\"https:\/\/spayglobal.my\" target=\"_blank\" rel=\"noopener\">S Pay Global e-wallet<\/a>. Recipients are identified automatically from the federal STR 2026 data, so there is no separate application if you were on STR Phase 1, but you do need the app installed, e-KYC done, and to tap &#8220;Acknowledge&#8221; when the payment lands.<\/li>\n<li><strong>Bantuan Kewangan Khas (BKK) for students.<\/strong> RM1,200 a year for Sarawakian students at public and private higher-education institutions, paid in stages through S Pay Global, with a study-confirmation letter uploaded to the <a href=\"https:\/\/yayasansarawak.org.my\" target=\"_blank\" rel=\"noopener\">My Yayasan portal<\/a> in the stated window. Around 60,000 students, more than RM73 million a year.<\/li>\n<li><strong>Endowment Fund Sarawak.<\/strong> RM1,000 for every newborn Sarawakian child, held to maturity.<\/li>\n<li><strong>Kenyalang Gold Card.<\/strong> For Sarawakian senior citizens: discounts at participating outlets and, now, funeral assistance.<\/li>\n<li><strong>Bantuan Khas Sarawakku Sayang (BKSS).<\/strong> Periodic targeted packages, now in a sixth round aimed at specific groups such as tourism operators rather than every household. Watch the announcements rather than expecting a standing payment.<\/li>\n<li><strong>Free Tertiary Education Scheme (FTES).<\/strong> Live since the February 2026 intake, launched by the Premier on 18 December 2025 with a first cohort of 4,693 students. Tuition is fully covered for Anak Sarawak, holders of a &#8220;K&#8221; identity card or the child of one, on their first bachelor&#8217;s degree in one of 64 approved programmes at the four state-owned institutions: Swinburne Sarawak, Curtin Malaysia, University of Technology Sarawak and i-CATS University College. Students from households with per-capita income of RM1,500 a month or less also receive a RM15,000 annual stipend. Students on any other scholarship are not eligible.<\/li>\n<\/ul>\n<p>The application point for all of these is the state: Service Sarawak, S Pay Global and the My Yayasan portal, not the federal MyKasih or STR system.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Sabah\"><\/span>Sabah<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Sabah&#8217;s state layer is heavier on education than on cash, and the <a href=\"https:\/\/www.theborneopost.com\/2025\/12\/13\/sabah-budget-2026-stability-before-speed\/\" target=\"_blank\" rel=\"noopener\">2026 state budget<\/a> confirmed it.<\/p>\n<ul>\n<li><strong>Thirteen education assistance initiatives continue in 2026<\/strong>, including one-off registration cash for new tertiary students (BUDI), computer assistance (BAIK), exam cash assistance (BAKTI), the Sabah student flight subsidy (SUBFLY) and assistance for tertiary students studying in Sabah (SENTOSA), plus a new RM150 MUET registration fee assistance (BAYU) for about 8,500 candidates.<\/li>\n<li><strong>The Sabah Education Sponsorship Portal (PTPS)<\/strong> brings the state&#8217;s major education sponsors into one application point: the State Public Service Department, Yayasan Sabah, MUIS and others.<\/li>\n<li><strong>Cash assistance<\/strong> in Sabah is announced programme by programme rather than as a standing scheme, so the state government&#8217;s official channels and the district office remain the place to check what is currently open.<\/li>\n<\/ul>\n<p>For a Sabahan reader the rule is the same as Sarawak&#8217;s: the federal check tells you about STR and SARA and nothing else. The state&#8217;s own portals hold the second layer.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What-differs-in-practice\"><\/span>What differs in practice<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Three things separate the state layer from the federal one.<\/p>\n<p><strong>Eligibility is by state identity, not just income.<\/strong> Sarawak&#8217;s schemes are for Anak Sarawak, which in practice means a &#8220;K&#8221; on the identity card or a parent who holds one. Sabah&#8217;s education schemes give priority to those born and residing in Sabah. A Peninsular Malaysian working in Kuching does not qualify.<\/p>\n<p><strong>The portals are separate.<\/strong> Being registered federally does nothing for the state schemes. Registration, verification and payment run on the state&#8217;s own systems.<\/p>\n<p><strong>The payments are additional, not substitutes.<\/strong> SKAS uses the federal STR database to identify recipients, but it is a separate payment on top of STR, not a deduction from it.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"For-a-Peninsular-reader\"><\/span>For a Peninsular reader<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>None of the above applies to you, but it is worth knowing for two reasons. It explains a real difference in household support between regions that rarely gets discussed on Malaysia Day. And several Peninsular states run smaller schemes of their own, usually announced in the state budget each November. The principle is the same. Federal is the floor. Your state may have built on it.<\/p>\n<p><div class=\"block block--success\"><div class=\"block__title\">THE MOVE<\/div><div>Open your state government&#8217;s portal alongside the federal one.
