Apart from tourism-related tax reliefs and digital vouchers, part of the package also includes lowering the minimum <a href=\"https:\/\/www.imoney.my\/epf\" target=\"_blank\" rel=\"noopener noreferrer\">Employee Provident Fund (EPF)<\/a> contribution by employees from 11% to 7%.<\/p>\n<p>My boss wrote a piece about why he\u2019s choosing the <a href=\"https:\/\/www.imoney.my\/articles\/opting-out-reduced-epf\" target=\"_blank\" rel=\"noopener noreferrer\">11% contribution<\/a>. While he makes some good points, I\u2019m still choosing to lower my EPF contributions to 7%. Here\u2019s why.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Potentially-higher-returns-elsewhere\"><\/span><strong>Potentially higher returns elsewhere<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>EPF\u2019s historical performance has been pretty good, averaging at around 6% p.a. for the past 30 years. It\u2019s also technically risk-free, as the government guarantees a minimum rate of 2.5% a year \u2013 although dividend rates haven\u2019t been that low since the fund\u2019s inception in the 1950s.<\/p>\n<p>If you earn RM5,228 a month (the median household income, according to the <a href=\"https:\/\/www.dosm.gov.my\/v1\/index.php?r=column\/cthemeByCat&amp;cat=120&amp;bul_id=RUZ5REwveU1ra1hGL21JWVlPRmU2Zz09&amp;menu_id=amVoWU54UTl0a21NWmdhMjFMMWcyZz09\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">Department of Statistics<\/a>), and if you have a long investing horizon, here\u2019s how your 4% \u2018savings\u2019 can potentially grow under EPF.<\/p>\n\n<table id=\"tablepress-1375\" class=\"tablepress tablepress-id-1375\">\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-1\">\n\t<td class=\"column-1\">Salary<\/td><td class=\"column-2\">RM5,228<\/td>\n<\/tr>\n<tr class=\"row-2\">\n\t<td class=\"column-1\">Normal EPF contribution (11%)<\/td><td class=\"column-2\">RM575.08<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\">Special EPF contribution (7%)<\/td><td class=\"column-2\">RM365.96<\/td>\n<\/tr>\n<tr class=\"row-4\">\n\t<td class=\"column-1\">Difference (April to December)<\/td><td class=\"column-2\">RM209.12 x 9 months = RM1,882.08<\/td>\n<\/tr>\n<tr class=\"row-5\">\n\t<td class=\"column-1\">RM1,882.08 invested for 35 years, at 6% annual return<\/td><td class=\"column-2\">RM14,465.83<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-1375 from cache -->\n<p>That\u2019s a nice chunk of money.<\/p>\n<p>But as someone whose (meagre) life savings exists mostly in the form of EPF savings, <a href=\"https:\/\/www.thestar.com.my\/news\/nation\/2020\/02\/22\/epf-declares-545-dividend-rate-5-for-syariah\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">70% of which<\/a> are invested in assets in Malaysia, I\u2019m thinking of diversifying more overseas. Specifically, in the US stock market. It\u2019s one of the world\u2019s best performing stock markets, with an <a href=\"http:\/\/www.moneychimp.com\/features\/market_cagr.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">annualised return<\/a> of 9.96% (including dividends) over the past 30 years. While past performance does not guarantee future performance, the US <em>is <\/em>the world\u2019s biggest economy, and is home to some of the most valuable brands.<\/p>\n<p>Yes, the American stock market has tumbled recently \u2013 but it\u2019s only a dip in its decades-long history. By keeping the money invested over decades, I could potentially ride out any market volatility.<\/p>\n<p>If this outperforms EPF returns, it could lead to more retirement savings. A slightly higher return of 7% could mean a difference of a few thousand ringgit:<\/p>\n\n<table id=\"tablepress-1376\" class=\"tablepress tablepress-id-1376\">\n<thead>\n<tr class=\"row-1\">\n\t<th colspan=\"2\" class=\"column-1\"><center>Investing RM1,882.08 for 35 years<\/th>\n<\/tr>\n<\/thead>\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-2\">\n\t<td class=\"column-1\"><center>6% annual return<\/td><td class=\"column-2\"><center>7% annual return<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\"><center>RM14,465.83<\/td><td class=\"column-2\"><center>RM20,094.18<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-1376 from cache -->\n<p>As a retail investor with limited capital, I\u2019m thinking of putting my 4% savings in <a href=\"https:\/\/www.imoney.my\/articles\/robo-advisor-comparison\" target=\"_blank\" rel=\"noopener noreferrer\">a robo advisor<\/a> that invests largely in US equities. This means that I\u2019ll be subject to an annual management fee, and as a foreign investor, the dividends I receive from US equities may be subject to a 30% withholding tax \u2013 so my returns with the robo advisor will have to take into account these costs and beat EPF\u2019s 6% estimated return. Yet, with the <a href=\"https:\/\/www.imoney.my\/articles\/economic-impact-of-the-current-political-uncertainty-in-malaysia\" target=\"_blank\" rel=\"noopener noreferrer\">political uncertainties<\/a> recently, the sluggish local stock market and depreciating ringgit, I\u2019d feel more comfortable diversifying overseas.<\/p>\n<div class=\"block\"><div><strong>Head on to StashAway to find out more. But as always, remember to do your own research before investing.<\/strong> <\/div><\/div>\n<p>Other than investing it in a robo advisor, here are other ways I\u2019ve considered maximising the money:<\/p>\n<ul>\n<li><strong>Invest in PRS. <\/strong>By investing in a Private Retirement Scheme (PRS) fund, I could <strong>claim tax relief of up to RM3,000<\/strong> a year, up until the end of 2021. However, most of the funds available seem to <a href=\"https:\/\/www.ppa.my\/wp-content\/uploads\/2020\/02\/Website-Fund-Performance-Jan-2020.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">underperform<\/a> compared to EPF\u2019s dividends, there are upfront sales charges (up to 3%) and annual management fees (up to 1.5% p.a.).<\/li>\n<li><strong>Invest in domestic equities. <\/strong>The KLCI has hit a <a href=\"https:\/\/www.theedgemarkets.com\/article\/klci-slumps-covid19-bursa-politicallylinked-stocks\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">nine-year low<\/a>, which means that there are potentially many <a href=\"https:\/\/www.imoney.my\/articles\/undervalued-stocks-malaysia\" target=\"_blank\" rel=\"noopener noreferrer\">stocks trading at a discount<\/a>. But I\u2019m not sure if I\u2019m confident enough in my ability to outperform the EPF.<\/li>\n<li><strong>Invest in&#8230;myself? <\/strong>It\u2019s cliched advice, but upskilling myself or getting a professional certification could lead to monetary payoffs like a raise or better job opportunities (editor\u2019s note: don\u2019t we pay you enough?).<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"Does-this-mean-forgoing-EPF-tax-relief\"><\/span><strong>Does this mean forgoing EPF tax relief?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>If you\u2019re filing taxes this year, you can claim <a href=\"https:\/\/www.imoney.my\/articles\/income-tax-guide-malaysia\/tax-reliefs-for-year-of-assessment-2016\" target=\"_blank\" rel=\"noopener noreferrer\">tax relief for EPF contributions<\/a> of up to RM4,000. This means you could be losing out on tax relief if you choose to contribute less to your EPF.<\/p>\n<p>But if you <strong>earn around RM4,200 a month or above<\/strong>, you can choose the 7% contribution rate and still max out your EPF tax relief \u2013 assuming you can still claim up to RM4,000 next year. Here\u2019s how the math works out:<\/p>\n\n<table id=\"tablepress-1377\" class=\"tablepress tablepress-id-1377\">\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-1\">\n\t<td class=\"column-1\">Salary<\/td><td class=\"column-2\">RM4,200<\/td>\n<\/tr>\n<tr class=\"row-2\">\n\t<td class=\"column-1\">Jan - March EPF contribution (11%)<\/td><td class=\"column-2\">RM462 x 3 months = RM1,386<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\">May - Dec EPF contribution (7%)<\/td><td class=\"column-2\">RM294 x 9 months = RM2,646<\/td>\n<\/tr>\n<tr class=\"row-4\">\n\t<td class=\"column-1\">Total employee EPF contribution for 2020<\/td><td class=\"column-2\">RM4,032<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-1377 from cache -->\n<h2><span class=\"ez-toc-section\" id=\"Its-not-for-everyone-%E2%80%93-and-thats-okay\"><\/span><strong>It\u2019s not for everyone \u2013 and that\u2019s okay<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>I\u2019m lucky enough to not need an extra 4% to help me get through the month. I can choose not to pocket the savings, and invest it somewhere else instead.<\/p>\n<p>But some of you may not have that choice. Maybe you need it to get through the next few months. That\u2019s okay \u2013 as long as you\u2019re aware of its impact on your retirement fund in the future.<\/p>\n<p>Or maybe, like my boss, you prefer to keep your contributions at 11%. Perhaps you\u2019re a more conservative investor, or someone who is nearing retirement, and want to keep your money somewhere less risky. That\u2019s okay, too.<\/p>\n<p>Don\u2019t stress yourself out too much about it though. If you find yourself really torn about whether to maintain or lower your contribution, just stick to 11%. For many of you, 4% of additional savings may not make a lot of difference.
